Temp access removed

For the time being i've removed access to the NWS and new breed. This are special usergroups which provide variables to resolving the Smilie/quick reply issue.

I will readd the groups after the problem has been resolved.

Sorry for the trouble, but i can't duplicate teh problem on my end so i need to just "guess" until i get it right.
